Russia’s war crimes that shock the civilised world include pre-planned kidnappings of Ukrainian children. In March 2023, the International Criminal Court already issued a warrant for the arrest of Russian president Putin and the Russian presidential commissioner for children's rights Maria Lvova-Belova.

How does deportation and forced displacement affect children’s identities? How do we return deported children? What are the challenges on the path to returning deported and forcibly displaced Ukrainian children from Russia, Belarus and from the temporarily occupied Ukrainian territories? Who is responsible for returning the children, reintegrating and rehabilitating them, and how do we make the work of these institutions effective?
